Stock Descrepancies

When a picker flags or raises a stock discrepancy at a location using their device, that pick location requires a count before anything else can be allocated

The alert/error is only visible to an account administrator. Ideally, it should be available to all users, to help them identity and resolve the issue without the assistance of an administrator.
