Shipping Rules: Item Count in an order towards Specificity

Weights do not offer the same flexibility as an item count when say you want upgrade shipping to signed for or expedited/courier service. 750g may easily be 1 product or 10. being able to define rules based on an item count per order would be a great help, because you could make logic something like: min 5 max 100 then send signed for OR send via next day UPS.
